Today You are not sure which BIR group you are in, or what changes on 31 December.

In Odoo We confirm your group with your accountant and map each BIR task to the Odoo app that does it.

What does the BIR ask for?

RMC 98-2026 kept the 31 December 2026 date and set the working rules. These are the ones that shape your Odoo set-up.

  1. 1

    Permit to Issue (PTI)

Needed before you issue any e-invoice.

  2. 2

    EIS Certification

Completed within six months of getting the PTI.

  3. 3

    A system that transmits

Your system sends the required sales data to the BIR's EIS.

  4. 4

    No edits after issue

A credit note covers a decrease; a new e-invoice covers an increase.

  5. 5

    A plan for downtime

A BIR-authorised manual invoice, replaced later by an e-invoice that references it.

  6. 6

    Every branch

Head office and all branches; different systems may need separate PTIs.

Who must comply by 31 December 2026

  • Small, medium and large taxpayers selling through e-commerce
  • Taxpayers under the Large Taxpayers Service, and large taxpayers under RA 11976
  • Businesses on CAS or CBA with e-invoicing or other invoicing software

Micro taxpayers are exempt. Not sure which group you are in? We go through it with your accountant during discovery; your Revenue District Office can confirm it.

A word of caution

The BIR said on 14 September 2026 that it has not accredited or endorsed any software or e-invoicing provider, so we don't claim to be "BIR-accredited". We set up your Odoo for the BIR's requirements and prepare with you the papers for the PTI you file. Odoo has no built-in connection to the BIR's EIS, and TechNext has not built one. If you are covered, we assess the options with you and quote any connection separately. TechNext is an Odoo Ready Partner. We are not affiliated with, accredited by or acting for the BIR or any government agency, and we do not file or register on your behalf.

What does Odoo already do for BIR?

The Philippine localisation produces your BIR reports from the entries you post. Odoo has no built-in connection to the BIR's EIS, and TechNext has not built one.

In Odoo

  • Invoices set up for BIR and CAS requirements, and a Book of Accounts for CAS and CBA
  • BIR 2306 and 2307 certificates, generated on vendor bills
  • SLSP, SAWT and QAP with DAT exports, and the 2550Q VAT summary
  • Payroll with the 1601-C, 2316 and 1604-C

What we add

  • An assessment of the EIS connection options if you are covered; any connection work is quoted separately
  • Invoice layouts and branch flows checked against the guidelines
  • Credit-note and manual-invoice catch-up set up before go-live
  • Process flow and sample outputs for the PTI you apply for

From your website form to your BIR reports, one system.

A website on its own is a brochure. Built in Odoo, every enquiry becomes a lead, every sale becomes an invoice set up for the BIR, and every invoice feeds the reports you file. Nothing is typed twice.

BIR and Odoo, answered.

What is the BIR e-invoicing deadline?

Covered taxpayers must issue compliant electronic invoices on or before 31 December 2026. RR 26-2025 set the date and RMC 98-2026 kept it.

Is TechNext BIR-accredited?

No, and the BIR has said it has not accredited any e-invoicing provider. What we do is set up your Odoo for the BIR's requirements, assess the EIS connection separately, and prepare with you the process flow and sample outputs for the PTI you file.

Can Odoo produce our 2307s, SLSP, SAWT and QAP?

Yes. Odoo's Philippine localisation generates 2306 and 2307 certificates from vendor bills, and SLSP, SAWT and QAP with DAT exports, from the same entries as your books.

We already have a CAS permit for our current system. What happens?

A new accounting system usually needs its own BIR registration. Check the details with your accountant; we prepare the process flow and sample outputs straight from your Odoo, so the application reflects the system you will actually use.

Who do you work with?

Companies in the Philippines, Singapore and Vietnam that run their Odoo with TechNext. In Singapore we set up GST instead, and work with the InvoiceNow Access Point you choose. We confirm the details on the first call.
