CAS set-up in OdooNo accounting software, Odoo included, is BIR-accredited: the BIR registers your business's system (CAS or CBA) and issues your e-invoicing Permit to Issue. Here are the revenue regulations, circulars and orders that decide how your books, invoices and withholding must work, what the BIR has and has not said about software like Odoo, and what to do next.

Key takeaways
Most BIR questions we hear before an Odoo project start the same way: "Is Odoo BIR-approved?" The honest answer is that the BIR does not approve software brands the way people expect. It sets rules in Revenue Regulations (RR), explains them in Revenue Memorandum Circulars (RMC), and tells its own offices how to apply them in Revenue Memorandum Orders (RMO). Your system has to meet those rules, and your business registers it. This guide lists the issuances that matter for a company running its books in an ERP, and where Odoo fits.
No. We found no BIR issuance, advisory or published list that names Odoo or any Odoo partner. That includes registered CAS lists and anything about e-invoicing providers.
So treat any "BIR-accredited ERP" claim with care. What you can say accurately is: your business registers Odoo as its computerised books and uses it to apply for a PTI.

| Issuance | Date | What it means for your system |
|---|---|---|
| RA 11976 (Ease of Paying Taxes Act) | Effective 22 Jan 2024 | Reworked invoicing, filing and taxpayer classes. Implemented by RR 3-2024 to RR 8-2024. |
| RR 7-2024 | 11 Apr 2024 | Registration and invoicing under the EOPT Act: the invoice replaces the official receipt as proof of sale, including for services. Your invoice layouts and numbering need to follow it. |
| RR 8-2024 | 11 Apr 2024 | Taxpayer classification (micro, small, medium, large), which decides whether e-invoicing applies to you now. |
| RR 11-2024 | 13 Jun 2024 | Transition rules: official receipts converted to invoices can be used until consumed. |
| RR 8-2022 | 30 Jun 2022 | The Electronic Invoicing System (EIS) rules and the first pilot group (exporters, e-commerce and large taxpayers). |
| RR 11-2025 | Feb 2025 | E-invoicing and electronic sales reporting under the Tax Code as amended by the CREATE MORE Act. Also an additional deduction for the cost of setting up sales reporting. |
| RR 26-2025 | 5 Sep 2025 | Moves the e-invoicing deadline to 31 December 2026 for the covered groups. |
| RMC 98-2026 | 22 Sep 2026 | The working guidelines: PTI first, EIS Certification within six months, JSON data, no edits after issue, every branch covered. |
| RMC 110-2026 | 12 Oct 2026 | Accreditation requirements for e-invoicing service providers. |
| RMC 3-2023 and RMC 4-2026 | 2023 and 15 Jan 2026 | Books of accounts are registered online through ORUS. For 2026, loose-leaf books were due 31 Jan and computerised books 17 Feb (extended dates). |
| RR 1-2012 | 2012 | Quarterly Summary List of Sales and Purchases (SLSP) for VAT-registered taxpayers. |
| RR 2-98 and RR 11-2018 | 1998 and 2018 | Expanded withholding tax and the 2307 certificate; RR 11-2018 sets the rates top withholding agents apply to purchases of goods and services. |
| RR 2-2015 | Dec 2014 | SAWT and QAP submitted electronically through the BIR's validation tools. |
| RMC 43-2021 | 2021 | Online submission of audited financial statements and other return attachments (eAFS). |
| RR 3-2025 (RA 12023) | Jan 2025 | 12% VAT on digital services, including those sold by non-resident providers. |
Older CAS rules (RMO 29-2002, RR 9-2009 and RMC 5-2021) still shape how computerised systems are registered, but the procedure has changed several times. Check the current process with your revenue district office before you apply.
RMC 98-2026 is explicit that invoices made in Word, Excel or Google Sheets are not e-invoices, and that a system that only prints invoices is not e-invoicing. For the full checklist, read our BIR e-invoicing guide.
Odoo's Philippine localisation produces the data for the recurring BIR reports from the entries you already post:
Odoo's documentation does not cover the BIR's EIS: Odoo has no built-in connection to it, and TechNext has not built one. If you are covered, we assess the options with you and quote any connection separately. See what the reports look like in our sample BIR reports (fictitious data).
You don't need to hire your own team. A TechNext adviser maps your BIR reports and invoice flows first, then our team in Taguig City sets Odoo up for them and supports it after go-live. You file and register with the BIR yourself. See how we set up Odoo for BIR requirements.
Rules change. This article reflects BIR issuances available on 21 October 2026, read from the BIR's own PDFs where possible (RR 11-2025, RR 26-2025, RMC 4-2026, RMC 98-2026, RMC 110-2026) and from published tax alerts for the rest. It is not tax advice: confirm with your accountant or the BIR before you act.
No software brand is "BIR-accredited" in the way the question suggests. The BIR registers your books and issues your PTI for the system you use, and as of its 14 September 2026 advisory it had not accredited any e-invoicing service provider. Your business can register Odoo as its computerised books and use it for its PTI application.
A Revenue Regulation (RR) sets binding rules under the Tax Code. A Revenue Memorandum Circular (RMC) explains or clarifies them for taxpayers. A Revenue Memorandum Order (RMO) tells BIR offices how to carry them out.
Yes. Books of accounts are registered through ORUS (RMC 3-2023 and RMC 4-2026), whatever system produces them.
Yes. The Philippine localisation produces 2307 data per payee and exports the SLSP, SAWT and QAP as DAT files for the BIR's tools, from the invoices and bills you post.
