Expanded withholding tax and BIR ATC codes: the rules, and how to set them up in Odoo

An ATC (Alphanumeric Tax Code) tells the BIR what kind of payment was taxed and at what rate: WC158 is a top withholding agent's 1% on goods bought from a corporation, and WC640 is the 1% withheld by government on goods. Expanded withholding tax (EWT) is creditable income tax you withhold from payments to suppliers and remit to the BIR; the supplier claims it as a credit using your Form 2307. It runs through every supplier payment, and each line needs the right rate and the right ATC. Get the set-up right once and the QAP and 2307 come from your bills. Here are the rules for 2026, the codes most businesses use, and how Odoo models withholding.

Key takeaways

  • Expanded (creditable) withholding is remitted monthly on 0619-E (first two months of the quarter), reported quarterly on 1601-EQ with the QAP, and annually on 1604-E by 1 March.
  • Every withholding tax line needs an ATC, the code that tells the BIR what kind of payment it is.
  • Top withholding agents still withhold 1% on goods and 2% on services. RR 24-2025 added a 0.5% rate on certain goods bought from manufacturers or direct importers that sell at wholesale, from 10 October 2025.
  • In Odoo, withholding is a negative tax with its ATC on the Philippines tab. Odoo 19 and 20 can also apply it at payment.

Withholding tax is a set-up problem disguised as a monthly chore. If each supplier and each type of expense has the right tax from the start, most return figures come from your bills. If not, someone rebuilds the numbers in a spreadsheet every month. This guide covers the rules and the Odoo set-up.

Creditable vs final withholding

  • Creditable (expanded) withholding tax is an advance on the payee's income tax. The payee claims it as a credit using your Form 2307.
  • Final withholding tax is the full tax on that income. The payee cannot credit it, and the certificate is Form 2306.

Since the EOPT Act, the duty to withhold arises when the income becomes payable: when you record the expense, or when the supplier invoices, whichever comes first (RR 4-2024).

Common ATC codes and rates

These come from the ATC schedule of BIR Form 2307 and RR 2-98 as amended by RR 11-2018; the government VAT codes WV010 and WV020 come from RMC 36-2021. WI codes apply to individual payees, WC codes to corporate payees.

For the lower professional-fee rates, the payee gives you a sworn declaration and a copy of its COR by 15 January, or before the first payment. Without it, the higher rate applies.

Top withholding agents in 2026

  • Who they are. Under RR 31-2020, the BIR lists taxpayers whose prior-year gross sales or purchases reach P12 million (RDO groups A and B) or P5 million (groups C, D and E). The duty starts the month after the list is published. Crossing the threshold alone does not make you one; being listed does.
  • What they withhold. 1% on goods and 2% on services bought from regular suppliers (at least six transactions a year), excluding casual purchases under P10,000.
  • The 2025 change. RR 24-2025, effective 10 October 2025, added a 0.5% rate on payments to manufacturers or direct importers that sell motor vehicles and parts, medicines and pharmaceutical products, or fuels at wholesale in their regular course of business, even when the buyer uses the goods itself. RMC 79-2026 (July 2026) answers the common questions, including that retail sales by the manufacturer or importer stay at 1%.

How Odoo models withholding

  • A negative tax. In Odoo, a withholding tax is defined as a tax with a negative amount, so it reduces what you pay the supplier.
  • The ATC. Each withholding tax has a Philippines ATC field on its Philippines tab, under Accounting > Configuration > Taxes. Odoo's documentation says ATCs are required for the 2307, SAWT and QAP.
  • Defaults. The Philippine localisation creates expanded, final and VAT withholding taxes with common ATCs. Add the ones you need, such as the lower professional-fee rates or the 0.5% top withholding agent rate, by duplicating an existing tax, so the report mapping is kept.
  • Withholding at payment. Odoo 19's release notes list the option to apply a withholding tax when you register the payment (also available from 18.0). In Odoo 20, bills with withholding show the amount due, the withholding due and the net due, and you can pay each separately.
  • Reports. The QAP (attachment to 1601-EQ and 1604-E) exports as a DAT file for the BIR Alphalist module, and the 2307 comes from the same taxes. See SAWT and QAP.

A set-up checklist

  1. List your payment types: rent, professional fees, contractors, goods, services, and anything special to your industry.
  2. Map each to a rate and ATC with your accountant, including whether you are a listed top withholding agent.
  3. Create or duplicate the taxes in Odoo and fill in each ATC.
  4. Set default taxes on products, expense accounts or fiscal positions so the tax you mapped is picked automatically.
  5. Collect sworn declarations from professionals each January and update their tax if needed.
  6. Test one quarter: run the QAP and the 2307s and check them against your 0619-E remittances.

You don't need to hire your own team. A TechNext adviser maps your withholding with your accountant first, then our team in Taguig City sets up the taxes and defaults in Odoo so each bill picks up the tax and ATC you mapped. See Odoo in the Philippines.

Rules change. This article reflects RR 2-98 as amended by RR 11-2018, RR 31-2020, RR 4-2024, RR 24-2025 and RMC 79-2026, the January 2018 Form 2307 ATC schedule, and Odoo's 19.0 and 20.0 documentation and release notes, read from the BIR's PDFs and Odoo's own pages as available on 21 October 2026. It is not tax advice: confirm rates and codes with your accountant or the BIR before you act.

Common questions

What is an ATC code?

An Alphanumeric Tax Code identifies the type of income payment and its withholding rate, such as WC158 for a top withholding agent's purchase of goods from a corporation. It appears on the 2307, the QAP and the returns.

Do I file 0619-E for the third month of the quarter?

No. The 0619-E covers the first two months; the third month is covered by the quarterly 1601-EQ, due the last day of the month after the quarter.

Am I a top withholding agent if my sales pass P12 million?

Not automatically. Under RR 31-2020 the duty starts only once the BIR publishes your name on the list of top withholding agents.

Where do I enter the ATC in Odoo?

On each withholding tax, under Accounting > Configuration > Taxes, in the Philippines ATC field on the Philippines tab.
