CAS set-up in OdooThe Summary Alphalist of Withholding Taxes (SAWT) lists the tax your customers withheld from you. The Quarterly Alphabetical List of Payees (QAP) lists the tax you withheld from your suppliers. Both are DAT files the BIR validates line by line. A QAP that fails can cost you the expense deduction, and a SAWT that fails puts your tax credits at risk. Here is how they work and how Odoo produces them.

Key takeaways
Withholding tax creates paperwork on both sides of every transaction. When a customer withholds tax from your invoice, you collect a 2307 and claim the credit. When you withhold from a supplier, you remit it and issue the 2307. The BIR checks both sides through two alphalists. This guide explains each one and how Odoo produces them from your entries.
| SAWT | QAP | |
|---|---|---|
| Full name | Summary Alphalist of Withholding Taxes | Quarterly Alphabetical List of Payees |
| Who prepares it | The payee: you, when customers withheld from you | The withholding agent: you, when you withheld from suppliers |
| Built from | The 2307s you received | The tax you withheld on your payments |
| Attached to | The return where you claim the credit, such as 1701Q, 1702Q, 1702 or 2550Q (RR 2-2006) | 1601-EQ (expanded) and 1601-FQ (final) |
| Due | With that return | With the 1601-EQ or 1601-FQ: last day of the month after the quarter |
RMC 55-2026 (26 May 2026) reminds withholding agents that the alphalist is an attachment to the withholding return, so it shares that return's deadline. The same circular lists the monthly alphalist for 1600-VT and 1600-PT (10th of the following month), the annual alphalist for compensation and final tax (31 January) and the annual 1604-E alphalist (1 March).
TIN + branch code + return period + form type, ending in .DAT. For a 1601-EQ, the period is month and year.RMC 5-2014 lists the conditions for an alphalist to count as received. The common failures are:
The stakes are real. Under RR 1-2014, a list that does not follow the prescribed format and fails to upload is treated as not received, and the related expenses do not qualify as deductions. When the BIR sends a failure notice, RMC 5-2014 gives you five days to resubmit a corrected, complete list.
Odoo's Philippine localisation produces both from the withholding taxes on your posted entries:
The BIR's own module remains the final check. Run Odoo's DAT files through it before you submit.

You don't need to hire your own team. A TechNext adviser reviews your withholding set-up first, then our team in Taguig City configures Odoo so the SAWT and QAP come from your entries, for you to validate in the BIR module and file. See how we set up Odoo for BIR requirements.
Rules change. This article reflects RR 2-2006, RR 1-2014, RMC 5-2014, RMC 7-2021, RMC 15-2025 and RMC 55-2026, read from the BIR's own documents where possible, and Odoo's 20.0 documentation, as available on 21 October 2026. It is not tax advice: confirm with your accountant or the BIR before you act.
The SAWT lists tax that customers withheld from you, built from the 2307s you received. The QAP lists tax you withheld from your suppliers, attached to your 1601-EQ or 1601-FQ.
With the 1601-EQ or 1601-FQ, on the last day of the month after the quarter closes, as RMC 55-2026 restates.
The BIR emails the reasons. Under RMC 5-2014 you resubmit a corrected, complete list within five days. A list that never uploads is treated as not received, which can disallow the related expenses.
Yes. The Philippine localisation exports both as DAT files compatible with the BIR Alphalist module, from the withholding taxes on your invoices and bills.
